Elder Voice's Eilon Caspi, PhD completed an extensive review of the practice and research literature (including guidelines, educational programs, webinars) as well as several interviews with the State Ombudsman and other Ombuds leaders at the National Level.


Many Long-term Care residents and families do not know about the Ombuds program or how to contact it with care-related concerns and mistreatment. This report describes what is within the mandate of the Ombuds program and what is not. There are many misconceptions about the Long-term Care Ombuds program, including that a core principle is that the program is resident-driven advocacy.
